Danny Burnette is a proud Gulf War veteran whose life has been defined by service, leadership, and dedication to others. After serving his country, he continued that commitment at home, spending the past 14 years as a full-time firefighter—demonstrating courage under pressure and an unwavering sense of responsibility to his community.
Prior to his firefighting career, Danny owned and operated Express Brothers Construction for 20 years, building a respected reputation for quality craftsmanship, reliability, and integrity. In 2019, he joined the PCI family, where he continues to bring a strong work ethic, team-first mentality, and decades of hands-on experience to everything he does.
Married for 31 years, Danny is a proud father of three and a grandfather of two. Outside of work, he enjoys spending time outdoors hunting, fishing, and camping—embracing the same grit and appreciation for hard work that have shaped his life and career.

CFO - Chief Fun Officer
Cecile Burgeis is a dedicated finance professional, entrepreneur, and the heart behind PCI’s culture. A proud alumna of Louisiana Tech University, where she studied finance and met her husband and business partner, Rob Burgeis, Cecile helped turn a vision into reality—co-founding PCI from the spare bedroom of their home and helping grow it into what it is today.
With a strong financial foundation and an entrepreneurial spirit, Cecile brings both strategic insight and steady leadership to the organization. Her attention to detail, fiscal discipline, and long-term perspective have been instrumental in building PCI’s stability and success.
Affectionately known as PCI’s “Chief Fun Officer,” Cecile also champions the company’s culture—believing that strong teams are built not only through hard work, but through meaningful connection. She has a gift for creating memorable experiences, whether planning company celebrations or gathering loved ones around the table.
Outside of work, Cecile treasures time with her two sons and four grandchildren. She and Rob enjoy traveling together, and she’s happiest when surrounded by family, friends, and a generous glass of wine.

Office Manager
Rita D. Spakes serves as the Office Manager at Pollution Control, Inc., where she oversees operations for the disposal of chemical and energetic waste. She brings over 12 years of regulatory compliance experience with the State of Arkansas, offering extensive knowledge of environmental standards and procedures.
During her tenure in public service, she was appointed to represent Region 6 for the ATSWAMMO Rulemaking and Authorization Task Force, contributing to the development and implementation of key regulatory frameworks. She also was on the pre-production development team for the implementation and testing of RCRAInfo modules. Her expertise ensures the organization’s continued commitment to safety, compliance, and environmental stewardship.
Rita D. Spakes holds a Bachelor of Business Administration from Arkansas State University, where she graduated cum laude and was selected as the student commencement speaker—a reflection of both her academic achievement and leadership qualities.
Smart, strategic, and solutions-focused, she pairs regulatory insight with operational efficiency. Off the clock, she’s all about family time, true crime documentaries, and poolside reads—because balance is just good business.
