Robert Burgeis

CEO

Rob Burgeis is president and primary owner of Pollution Control, Inc. He resides in North Little Rock, Arkansas with his wife Cecile and is the proud father of two grown sons and four grandchildren. He enjoys traveling and spending time with his family. Rob received a Bachelor of Science degree in Business Administration from Louisiana Tech University in 1978. He began his environmental career in 1983 with Ensco Environmental Services. Rob founded Pollution Control, Inc. in March of 1993, offering disposal services for various categories of hazardous and nonhazardous waster. PCI began with a mission to provide clients reliable service, using the safest, most economical technologies, approved by both state and federal regulatory agencies. Rob founded the company on his belief that his customers are to be treated as a friend and that philosophy is still carried out to this day.

Billy Burgeis

President

Billy Burgeis has had the pleasure of working for PCI since June of 2013. Billy received his undergraduate degree at the University of Central Arkansas in 2008 and his MAT degree from the University of Arkansas at Little Rock in 2010. After 5 years in coaching, Billy decided to go into the environmental business full time and take on the task of explosive and energetic disposition across the country. Billy enjoys spending time with his family as well as spending time outdoors doing the many activities the beautiful state of Arkansas has to offer. Though our employees juggle multiple responsibilities, Billy focuses on the explosive/energetic side of the business.   
Parker Ferebee

VP of Explosive & Energetic Services

Parker Ferebee joined the PCI family in January of 2020. As a 2008 graduate of the University of Central Arkansas, Parker received his B.A. in Business Administration.
Prior to joining PCI, Parker spent 11 years working for Alliance Source Testing. While employed with AST, he served as a Regional Manager focusing on business development, customer relations, and the everyday business operations throughout the Southern Region.

Outside of work, Parker and his wife, Courtney stay busy raising their two children, Cooper and Landry Cate. In his free time, Parker enjoys spending time with his family, watching sports, and spending time in the Arkansas outdoors hunting/fishing. As Project Manager of Explosive/Chemicals Services, Parker's goal is to continue the mission of PCI by providing our clients with safe, reliable and economical services.
Chandler Reppond

VP of Chemical Services

Chandler Reppond joined the PCI family in October of 2020. With a Bachelor of Science degree in Environmental Health, Chandler primarily focuses on assisting with the many facets of our chemical services. Chandler’s previous environmental experience includes one and a half years in the air quality industry. In his free time, he enjoys spending time with his wife and daughter, hunting and fishing. Chandler is excited to continue growing in the environmental and hazardous waste industry and to help Pollution Control Inc. in the process of providing innovative solutions and quality customer service to our clients.

Danny Burnette

Danny Burnette is a proud Gulf War veteran whose life has been defined by service, leadership, and dedication to others. After serving his country, he continued that commitment at home, spending the past 14 years as a full-time firefighter—demonstrating courage under pressure and an unwavering sense of responsibility to his community.

Prior to his firefighting career, Danny owned and operated Express Brothers Construction for 20 years, building a respected reputation for quality craftsmanship, reliability, and integrity. In 2019, he joined the PCI family, where he continues to bring a strong work ethic, team-first mentality, and decades of hands-on experience to everything he does.

Married for 31 years, Danny is a proud father of three and a grandfather of two. Outside of work, he enjoys spending time outdoors hunting, fishing, and camping—embracing the same grit and appreciation for hard work that have shaped his life and career.


Cecile Burgeis

CFO - Chief Fun Officer

Cecile Burgeis is a dedicated finance professional, entrepreneur, and the heart behind PCI’s culture. A proud alumna of Louisiana Tech University, where she studied finance and met her husband and business partner, Rob Burgeis, Cecile helped turn a vision into reality—co-founding PCI from the spare bedroom of their home and helping grow it into what it is today.

With a strong financial foundation and an entrepreneurial spirit, Cecile brings both strategic insight and steady leadership to the organization. Her attention to detail, fiscal discipline, and long-term perspective have been instrumental in building PCI’s stability and success.

Affectionately known as PCI’s “Chief Fun Officer,” Cecile also champions the company’s culture—believing that strong teams are built not only through hard work, but through meaningful connection. She has a gift for creating memorable experiences, whether planning company celebrations or gathering loved ones around the table.

Outside of work, Cecile treasures time with her two sons and four grandchildren. She and Rob enjoy traveling together, and she’s happiest when surrounded by family, friends, and a generous glass of wine.


Rita D. Spakes

Office Manager

Rita D. Spakes serves as the Office Manager at Pollution Control, Inc., where she oversees operations for the disposal of chemical and energetic waste. She brings over 12 years of regulatory compliance experience with the State of Arkansas, offering extensive knowledge of environmental standards and procedures.

During her tenure in public service, she was appointed to represent Region 6 for the ATSWAMMO Rulemaking and Authorization Task Force, contributing to the development and implementation of key regulatory frameworks. She also was on the pre-production development team for the implementation and testing of RCRAInfo modules. Her expertise ensures the organization’s continued commitment to safety, compliance, and environmental stewardship.

Rita D. Spakes holds a Bachelor of Business Administration from Arkansas State University, where she graduated cum laude and was selected as the student commencement speaker—a reflection of both her academic achievement and leadership qualities.

Smart, strategic, and solutions-focused, she pairs regulatory insight with operational efficiency. Off the clock, she’s all about family time, true crime documentaries, and poolside reads—because balance is just good business.
